India purchase 36 Rafale Combat Aircraft from Dassault Aviation with Government to Government contract.

The Comptroller and Auditor General submitted the report in parliament made some serious foreign firms about Dassault aviation which was not commitment of domestic investment in securing procurement contracts. MOD has decided altogether fragment balanced section from inter government and single vendor deals of defence platforms. MOD failed to gain effective technology in india  through foreign manufacture. Manufacture  Dassault Aviation and MBDA had commission to inest 30 per cent amount in indian defence.

Special Secretary and Director General Apurva Chandra said that we have made change in the balance guidelines and no need to balance section in inter government and single vendor and also said there will be a policy with respect to defence deals. CAG forced Dassault Avaition  manufacturer  technology  in india  as part of 2016 and contract for 36 jets. India had policy for defence in 2005 and the all capital purchase Rs 300 crore  through imports , foreign vendor invest to 30 per cent and the value of the purchase in india.

The Indian defence made this investment and available vendor to discharge this commitment and made various commitment for main contract but not serious about fulfilling commitments. CAG said the contract between 36 combat Aircraft , the vendors Dassault aviation 36 Rafale air craft from Dassault aviation in government to government contract. These vendors discharge Rs 19223 crore by December 2018. They claimed that discharge only Rs 11396 crore and 59 percent of original commitment. The rest of claims was rejected and they were not  acquiescent with defence procurement
